BREIF: Spring Hill mayor-elect resigns

Councilmember Tyler Graves, who would have become Spring Hill’s mayor in 2022, submitted his resignation to the city Thursday. 

A city news release says Graves is moving to Florida in December, which makes him ineligible to complete his term on the City Council and ineligible to assume the mayoral position as well. 

His resignation poses some issues for the city, including deciding who will succeed current Mayor Steven Ellis in January and who will fill Graves’ seat. There is also question as to whether he is “a qualified elector of the City of Spring Hill,” which would decide how the mayoral vacancy is filled. City Council vacancies are filled by appointment, a process overseen by the mayor, but Graves leaves the city without a mayor-elect. 

“He will be disqualified from office as mayor,” Spring Hill city attorney Charles Dunlay said in the news release. “Nonetheless, the City can take no action concerning his eventual ineligibility, and he will not be technically disqualified from office until the second Monday in January.” 

That means filling the mayor seat will have to wait until after Ellis’ term expires and the new council is seated. Once the new City Council takes office, they’ll have to select one of their members to serve as the president of the body, and then “the president of the council shall become mayor until the regular election for that office,” according to city codes. 

The selected president's council seat would become a vacancy to be filled by appointment after they assume the office of the mayor. 

Graves, who faced two other candidates in his bid for the mayor’s seat, won 54% of the vote in the November municipal elections.
